How much does it cost to create e-learning material?

The price of e-learning materials is one of the first questions that HR and training managers usually ask me. There is no price transparency in the Estonian market: when you ask one provider, you get the answer "from 2000 €", from another "it depends on the content", from a third nothing until the meeting. In this blog post you will find specific price ranges, three real example scenarios with prices for 2026 and the main factors that affect the cost. I am writing this article based on 14+ years of experience in the training field and based on the same pricing logic that I have also included price calculator — so all the numbers below are real, not marketing numbers.

Factors

1. What does the price of e-learning material actually consist of?

The cost of an e-learning project doesn't just depend on how many slides there are or how long the video is. There are five main factors that shape the price, which I also use in the logic of my pricing calculator:

  • Method of material execution. Is it a simple text- and graphics-based module, interactive e-learning (clickable elements, scenarios, tasks), video training with a real speaker, or a video whose content is presented by AI trainer? Each format differs in production volume.
  • Content volume. I measure this in two ways — duration in minutes or number of words. Rule of thumb: 100 words ≈ 1 minute of content presented.
  • Method of presentation. Will the material be accompanied by a voiceover, AI trainer or interactive blocks? These factors affect the final price to the greatest extent.
  • Additional services Content creation (if the client does not provide a ready-made training text), test questions, LMS integration, SCORM/xAPI packaging.
  • Number of languages Each additional language increases the price by about 40–50% (translation, voiceover, subtitles if necessary, testing).

2. Price ranges by implementation method

Below are sample prices excluding VAT in one language (Estonian), without additional services. These are the same figures you will get price calculator.

Prices assume that the client has the basic training material (except for video recording of physical training). If I need to create the content from scratch, the price of this service will also be added, depending on the complexity of the project.

Onboarding

3.1 Example: onboarding module for new employees

15-minute interactive e-learning material to introduce the company's culture and processes. Client provides ready-made text, wants test questions and SCORM package for LMS. One language.

Project includes:

  • presentation of training material using text and graphics
  • interactive elements (3 clickable blocks)
  • test questions to consolidate knowledge
  • Training material in the form of a SCORM file for Moodle

Estimated cost from: ~2050 €

For 50 employees, this works out to €41 per employee. For comparison, the cost of a single 2-hour classroom training session per employee is usually higher and needs to be repeated with each new employee.

Occupational safety

3.2 Example: Occupational safety video with AI speaker

10-minute video training with an AI presenter on the basics of occupational safety. The client has written the script himself. He wants test questions, a SCORM package, and two languages ​​— Estonian and English.

Project includes:

Estimated cost from: ~1890 €

The advantage of the AI ​​trainer: if the legislation changes or you add a new section, you don't have to re-organize the filming. In addition, over 60 languages ​​are available, in case you plan to produce the video in other languages.

Sales

3.3 Example: Classic video training for the sales team

5-minute professional video training with a real trainer, including filming of floor plans in the showroom. Content creation by me, test questions, LMS integration.

Estimated cost from: ~ €2,665

A real speaker works especially well when the credibility and human connection of the training are important — for example, leadership training, practical demonstrations of sales techniques, or value-based topics.

Price factors

4. What affects the price the most?

From experience, I can say that three factors have the greatest impact on the final cost of a project:

  • Content readiness. If the client provides a well-thought-out text and structure, it will significantly reduce the cost of the project.
  • Number of languages One additional language can increase the price by 40-50%. If additional languages ​​are not essential, start with one and add others later.
  • Voiceover, AI trainer or real speaker. These three options will likely account for the largest price difference in the entire project.
